MANDATORY REPORTING: THE SANCTUARY PROACTIVELY REPORTS ALL THREATS TO MINORS TO NCMEC (US) AND ACCCE (AU). DATA IS ARCHIVED FOR ACTIVE FORENSIC INTERDICTION.
1. Intake Tracks: Emergency vs. Standard
Official Intake: [email protected]
Track A: Life-Threatening Emergency (No Warrant Required)
If an imminent threat to life or serious physical injury exists, contact the Administrator immediately.
- Subject Line: "FBI/AFP - LIFE IN DANGER!"
- Verification: No Production Order is required for emergencies. The Administrator will prioritize interdiction and verify credentials via HQ Callback.
- Response Window: Max 8 hours (Checked frequently for life-safety triggers).
Track B: Standard Investigation (CLOUD Act / Warrant)
For non-emergency metadata or communications:
- Domestic (US): A valid Search Warrant or Production Order is required.
- International (Australia): Requests must utilize the CLOUD Act framework. Once served as a US-domesticated order, the Administrator will comply fully.
2. Technical Architecture: WebRTC Peer-to-Peer
Investigators must note the technical constraints of the Microtalk communication system:
- WebRTC Signaling: Call connections are routed through the Sanctuary server (residing in Sydney, AU) to facilitate the "handshake."
- Peer-to-Peer Execution: Once the connection is established, the media stream is Peer-to-Peer.
- Zero Content Retention: The server is technically incapable of recording, viewing, or storing voice/video data. No audio or video recordings exist.
- The "Invitation Message": Initiation of a call triggers an automated system DM: "I started a video call using Microtalk." This is archived as timestamped proof of solicitation intent.
3. Mandatory HQ Verification
To ensure evidentiary integrity, the Administrator follows a strict validation cycle:
- Credential Intake: Badge #, Agency, and official government domain contact (e.g., .gov, .state.or.us, .gov.au).
- HQ Callback: The Administrator will manually call the agency's official headquarters switchboard to verify the officer's status and assignment before releasing any data.
4. Forensic Evidence Assets
- [730 DAYS] Account Metadata: Persistent storage of Account IPs, hardware fingerprints, and device hashes.
- [7-30 DAYS] Message Content: Standard text-based DM retention is 7 days, extending to 30 days under interdiction.
- [IMMEDIATE] Forensic Snapshots: High-risk activity triggers an instant PDF snapshot of all messages, including "deleted" content, ensuring a non-volatile record.
Jurisdictional Note:
